Cleland completed his Raider career as a two-time NAIA swimming champion and a 14-time All-American. As a sophomore in 1975, he finished in the naional top-three in the 100-and 200-yard breaststroke races. The following year, he was the national 100 breaststroke champion, the runner-up in the 200, eighth in the 200-yard individual medley and a link on the fourth-place 400-yard medley relay team. As a senior in 1977, Cleland was a five-event All-American, including a first-place effort in the 200 breaststroke. The multiple Evergreen Conference and NAIA district record-setter led the Raider swimmers to three top-11 national team finishes, including a program-best No. 6 showing in 1975.
